Job Description

Development Manager leading cross-functional teams in high-quality software delivery for public sector clients. Fostering engineering excellence and modernizing legacy applications in a GovTech environment.

Responsibilities:

  • Manage, mentor, and grow multiple development squads, including developers, technical leads, and QA professionals.
  • Oversee individual and team performance through regular feedback, goal setting, and career development plans.
  • Maintain and advocate for coding standards, design patterns, and modern software engineering practices.
  • Provide guidance on .NET Framework/Core development, React/Angular front-end solutions, and SQL-backed data models.
  • Implement and refine Agile methodologies to ensure on-time, high-quality releases.
  • Partner with QA teams to incorporate automated testing tools, ensuring continuous integration and delivery.
  • Lead cloud adoption strategies, including containerization, microservices, and Infrastructure as Code.
  • Collaborate with InfoSec to ensure compliance requirements are met and drive secure coding practices.

Requirements:

  • 5+ years of management or leadership experience overseeing multiple squads/teams in a software development environment.
  • Bachelor’s degree in Computer Science, Engineering, or a related field (or equivalent practical experience).
  • Strong background in .NET Framework/Core development and Java.
  • Experience with React/Angular front-end technologies, SQL databases, and containerized applications.
  • Familiarity with AWS (EC2, S3, RDS, CloudFormation, etc.) and microservices architecture.
  • Exposure to GovTech or highly regulated industries where FedRAMP, SOC II, or CJIS compliance is relevant.
  • Understanding of secure coding standards and regulatory requirements.
  • Demonstrated success implementing Agile processes, automated testing (MABL, Selenium, or similar), and CI/CD pipelines.
  • Experience with Azure DevOps (ADO) or similar project management tools.
  • Proven ability to mentor and motivate distributed, remote teams.
  • Excellent written/verbal communication skills, with a track record of effective collaboration across departments.
  • Hands-on experience or managerial oversight in modernizing legacy .NET applications, moving from monolithic to microservices and container-based architectures.
  • Experience working in a customer delivery-focused organization, where engineering work directly supports implementation milestones or regulatory deadlines.
  • Ability to translate high-level product objectives into predictable, supportable deliverables that consider real-world constraints and CS feedback.
  • Strong history of collaborating with PMs, CS leaders, and technical delivery teams to align priorities, unblock execution, and adapt roadmaps as needed.
