Job Description
Senior Project Manager leading high-risk technology projects for Oregon Health Authority. Managing plans, budgets, risks, teams, and implementation across OHA/ODHS.
Responsibilities:
- Develop and manage execution of comprehensive or high-risk project plans, budgets, schedules, and controls from project initiation to project closeout.
- Lead the OHA/ODHS decision-making process for detailed requirements, design, testing, training, and startup operations.
- Lead development and implementation efforts supporting the long-term goals of the customer agency.
- Manage large, complex, multi-million-dollar projects involving COTS implementations, custom software solutions, and organizational transformations.
- Manage cross-functional teams, internal matrix resources, and external contractors.
- Identify and mitigate project risks through contingency plans and communication strategies.
- Control project costs and ensure client success criteria and expectations are met.
- Collaborate with OHA teams and contribute to meaningful work advancing health equity in Oregon.
Requirements:
- Seven years of professional level experience related to the class concept; OR six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification; OR four years of professional level experience related to the class concept AND a bachelor’s degree in business administration, Management, Public Administration, or a closely related field; OR two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.

- Employment is contingent upon a criminal records check and a driving records check that meets OHA criteria at the time of hire and throughout employment.
- Must be authorized to work in the United States; position does not provide visa sponsorship and requires I-9 documentation and E-Verify confirmation.
- Ability to manage large complex multi-million-dollar projects implementing COTS, custom software solutions, and organizational transformations.
- Experience applying project management knowledge in ambiguous and unique circumstances while managing cross-functional teams, internal matrix resources, and external contractors.
- Five years of PM experience in the last seven years using project management best practices and standard methodologies such as PMI (PMBOK) or PRINCE2.
- Experience navigating complex organizations with occasionally loosely defined structure and boundaries.
- Ability to recognize and anticipate emerging project risks, business priorities, and address them through risk mitigation, contingency plans, and communication strategies.
- Demonstrated management experience in risk mitigation and project stewardship, controlling project costs and meeting client success criteria and expectations.
- Superior communication and interpersonal skills.
