Job Description

Solutions Engineer developing healthcare applications, databases, and reporting systems for Umpqua Health, an Oregon community-driven Coordinated Care Organization. Collaborating across IT, clinical, finance, and quality teams to improve reliable, interoperable health plan operations.

Responsibilities:

  • Lead the design, development, and implementation of software solutions supporting health plan operations
  • Collaborate with cross-functional teams to gather requirements and deliver scalable, high-performance technical solutions
  • Develop, maintain, and support full-stack web applications and application codebases
  • Architect database schemas, data models, and backend services supporting applications, reporting, and member outcome calculations
  • Develop, optimize, and maintain SQL queries, stored procedures, and C# applications integrated with .NET, SQL Server, and third-party systems
  • Design and support JavaScript and TypeScript web solutions using Angular, AngularJS, and jQuery
  • Translate technical and functional requirements into SQL and/or C# solutions and backend implementations
  • Design, develop, maintain, optimize, and document business intelligence and data warehouse solutions
  • Maintain, troubleshoot, and optimize Microsoft SQL Server databases
  • Develop and support automation for data movement, reporting, validation, and system integrations
  • Manage SQL Server Agent jobs, scheduling, backups, disaster recovery, and enterprise database operations
  • Develop data flow diagrams, data models, and documentation for data governance and system transparency
  • Build reporting tools, automated health checks, and validation processes
  • Partner with IT and Network Security teams on system security, integrity, and performance
  • Identify, troubleshoot, and resolve system defects, data discrepancies, and performance issues
  • Analyze and validate data across systems for accurate and consistent reporting
  • Evaluate and implement emerging technologies, tools, and frameworks
  • Provide technical mentorship and guidance to development team members
  • Maintain system availability, performance, and reliability across supported platforms

Requirements:

  • Bachelor’s degree in computer science, Information Systems, or related field
  • 10+ years of experience in software development or solutions engineering
  • Valid driver’s license, current vehicle insurance, and ability to travel locally as required
  • Extensive knowledge of database technologies, networks, server operating systems, and hardware
  • Strong web development background with JavaScript, TypeScript, jQuery, Angular, ASP.NET, and Node.js
  • Proficiency in Java, Python, or C# for application development and system integration
  • Understanding of RESTful APIs, HL7 standards, and healthcare interoperability
  • Experience with HIPAA and CMS healthcare data requirements
  • Relational database administration experience with Microsoft SQL Server installation, configuration, maintenance, and troubleshooting
  • Experience with Windows Server and SQL Server database systems
  • Experience with Agile development methodologies
  • Experience with health plan management systems, data analytics tools, and cloud platforms
  • Strong analytical and problem-solving skills
  • Ability to collaborate effectively across cross-functional teams
  • Ability to manage multiple projects and priorities in a fast-paced environment
  • Microsoft Azure Database Administrator certification (or equivalent), or ability to obtain within one year
  • No suspension, exclusion, or debarment from participation in federal healthcare programs
  • Preferred: experience incorporating equity considerations into technical analysis
  • Preferred: experience working on diverse teams
  • Preferred: experience with Tableau, Arcadia, and eClinicalWorks
  • Preferred: bilingual or multilingual capabilities, or experience working with translation services
  • Must be an Oregon resident
  • Must be available Monday–Friday, 8:00 AM–5:00 PM PST
