Job Description

Human resources specialist evaluating Locally Employed Staff positions for U.S. embassies. Advising managers, maintaining classification records, and training supervisors across East Asia and the Pacific.

Responsibilities:

  • Evaluate Locally Employed Staff positions at overseas posts using the Mission Classification (MClass) system
  • Complete job evaluation questionnaires and review position descriptions for completeness, regulatory compliance, and classification standards
  • Send and review Job Discussion Help Sheets, develop follow-up questions, and schedule interviews with Government personnel
  • Analyze position functions, organizational structures, and workflows; interview supervisors, managers, and incumbents
  • Verify evaluations with post management, issue MClass job reports, and revise evaluations when facts change
  • Complete JF-298 forms with official titles, occupational series codes, and grades
  • Serve as back-up regional classification approver for East Asia and the Pacific after certification
  • Advise Government personnel on LE Staff position evaluation regulations and procedures
  • Help prepare position descriptions and write justifications for added, changed, and abolished positions
  • Recommend position-resource management and organizational structures aligned with work performed
  • Deliver individual and group training on classification and position-description topics
  • Develop course materials, agendas, manuals, help sheets, and standard operating procedures; assess course effectiveness
  • Coordinate training needs and sessions with regional evaluators and brief Post Classification Advisors
  • Maintain review schedules, computerized organizational charts, position-description data, and personnel-system records
  • Prepare complement statistics, classification metrics, statistical analyses, and ad hoc discussion papers

Requirements:

  • Former U.S. Government Civil Service, Foreign Service, Eligible Family Member, Expanded Professional Associates Program, or former Locally Employed Staff
  • Experience in a human resources office at a U.S. embassy or consulate overseas
  • Position classification or job evaluation experience, including writing and reviewing position descriptions
  • Ability to perform at the full performance level upon entry on duty, with no ramp-up period
  • Eligible for a U.S. Government Public Trust clearance, including information technology network access
  • Willingness to travel to Bangkok, Thailand, for training and to locations in East Asia and the Pacific for job evaluations
  • Reliable internet service at the work location
  • Fluent written and spoken English
  • Hands-on experience with the Mission Classification (MClass) system and JF-298 form (preferred)
  • Familiarity with LE Staff classification standards at 3 FAH-2 H-400 and Office of Overseas Employment guidance (preferred)
  • Experience delivering classification or human resources training to supervisors and managers (preferred)
  • Prior service at a Regional Service Center or post in the East Asia and Pacific region (preferred)
  • Experience preparing complement statistics or workforce data analysis (preferred)
