Job Description

Operations Manager leading operational transition and maintenance for a National Weather Service Agile development program. Overseeing teams delivering testing, training, and IT support.

Responsibilities:

  • Support a National Weather Service (NWS) Agile development program and subsequent transition, operations, and maintenance
  • Lead operational transition and sustainment efforts
  • Manage teams that provide testing, training, help desk, and IT support
  • Lead the creation of interactive/electronic knowledge management CDRLs and develop testing, training, transition, and O&M plans
  • Oversee contractor formal Developmental Test and Evaluation (DT&E) and support Government Operational Test and Evaluation (OT&E)
  • Lead training and provisioning of the new system to the user community
  • Manage Help Desk and IT teams during O&M phases

Requirements:

  • Bachelor’s degree in a technical major (Engineering or Atmospheric Science)
  • At least 8 years of experience working directly with/for NOAA NWS
  • Experience leading complex logistical projects
  • Experience delivering training on time-sensitive meteorological software
  • Experience transitioning operations from legacy to new software
  • Experience coordinating across various NWS stakeholders and offices
  • Experience with meteorological software and environments
  • Understanding of various meteorological data formats
  • Experience developing user manuals and implementation guides
  • Ability to assess feasibility and viability of operational user requests for enhanced capability
  • Strong analytical, conflict resolution, and communication skills
  • Ability to adapt to changing environments; team-oriented and mission-focused
  • Working knowledge of common software and database languages
