Job Description

Senior Payroll Specialist owning compliant Dutch payroll for Oyster’s global employment platform. Managing systems, statutory filings, controls, escalations, and payroll process improvements remotely from the Netherlands.

Responsibilities:

  • Own the complete Dutch payroll cycle in-house, ensuring accuracy, compliance, and timely processing
  • Oversee validation of payroll master data, including hires, terminations, salary changes, variable pay, benefits, absences, and garnishments
  • Perform pre- and post-payroll validations, investigate discrepancies, and implement corrective actions
  • Own monthly Loonaangifte and annual Jaaropgave submissions to the Belastingdienst
  • Set up and manage required government accesses, including Belastingdienst and UWV
  • Configure and maintain the in-house payroll system and test legislative updates
  • Partner with Product to improve payroll automation and scalability
  • Advise the business on Dutch wage tax, social insurance, labour law, 30% ruling applications, and CAO interpretation
  • Oversee payroll journals, GL mappings, Finance reconciliations, and data integrity
  • Handle complex client payroll escalations with a customer-first approach
  • Prepare statutory and ad-hoc reports, including EU Pay Transparency Directive, AVG/GDPR, WKR, and works council documentation
  • Provide data and documentation for internal and external audits
  • Improve processes, coach junior specialists, back up Regional Managers, and maintain payroll playbooks and SOPs

Requirements:

  • 5+ years running the complete native, in-house payroll process for the Netherlands
  • Comfortable independently handling a high volume of payslips per month
  • Advanced hands-on experience with AFAS and/or Nmbrs by Visma and/or Loket.nl
  • PDL, VPS, and/or NIRPA Register Salarisadministrateur (RSa) certification/registration
  • Deep, current knowledge of Dutch wage tax, social insurance, and labour law
  • Ability to advise stakeholders directly on payroll matters
  • Dutch at C1/C2 level for interaction with local authorities
  • Fluent English for collaboration with the asynchronous global team
  • Experience handling complex and sensitive client escalations
  • Analytical, productivity-focused, and automation-oriented mindset
  • Comfortable building processes from scratch and operating without an established playbook
  • Comfortable operating in ambiguity and driving cross-functional change
  • Some experience coaching or mentoring less experienced colleagues
  • Comfortable working asynchronously in a fast-paced, remote-first environment
  • Broader accounting background or RA/AA accountancy qualification is desirable
  • Proven experience delivering cross-functional HR/payroll projects is desirable
  • Hands-on experience with AI tools for payroll or operations workflows is desirable
  • Strong data transformation skills and practical experience with data analytics platforms are desirable
