Job Description

Senior Technical Project Manager leading complex digital healthcare technology initiatives. Coordinating Agile delivery, budgets, risks, releases, and enterprise stakeholders for Blue Cross NC.

Responsibilities:

  • Lead complex, technology-driven projects and initiatives from planning through delivery, release, and post-implementation transition
  • Develop and manage integrated project plans, schedules, milestones, roadmaps, and release timelines
  • Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs
  • Anticipate delivery risks, support tradeoff discussions, and help resolve technical blockers and dependencies
  • Identify, assess, track, and manage risks, issues, assumptions, dependencies, and decisions
  • Ensure alignment with governance standards, delivery methodologies, compliance requirements, and quality expectations
  • Manage project resources, capacity planning, team allocations, delivery constraints, forecasting, and execution planning
  • Track project budgets, financial forecasts, vendor commitments, and resource impacts
  • Build and maintain relationships with business leaders, product teams, technology partners, architects, vendors, and stakeholders
  • Serve as primary point of contact for project communications, status reporting, risk management, escalations, and stakeholder engagement
  • Translate technical delivery information into actionable updates for business partners and executive leadership
  • Support Agile practices through PI planning, sprint and release coordination, dependency management, and cross-team execution oversight
  • Coordinate release readiness, approvals, implementation planning, change management, and transition to production support
  • Monitor delivery performance, quality, scope, schedule adherence, and issue trends
  • Contribute to program-level initiatives and continuous improvement efforts

Requirements:

  • Bachelor's degree or advanced degree (where required), or 7+ years of experience in related field in lieu of degree
  • 5+ years of experience in related field
  • Significant experience leading complex technology projects, technical programs, or enterprise delivery initiatives
  • Advanced expertise in project management disciplines, including risk management, resource planning, budget management, stakeholder engagement, decision-making, and cross-functional team leadership
  • Strong understanding of Agile delivery methodologies, SDLC, technical dependency management, release planning, governance frameworks, and enterprise delivery practices
  • Experience supporting Agile execution, vendor management, business readiness, change management, and release coordination
  • PMP, Agile, Scrum, SAFe, or related project management certification preferred
