Job Description

Software Development Manager leading development of GDIT’s federal case-management and workflow platform. Balancing Agile delivery, modernization, security, and production stability.

Responsibilities:

  • Lead and mentor developers, QA engineers, automation engineers, and technical resources across the platform
  • Coordinate development activities across internal teams and vendor resources
  • Promote accountability, collaboration, technical quality, and operational awareness
  • Support resource planning, prioritization, and sprint delivery
  • Work with the Scrum Master on sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives
  • Oversee design, development, testing, and deployment of enterprise web applications and workflow solutions
  • Support scalable, maintainable, and secure application architecture and coding standards
  • Collaborate with Infrastructure and Operations to troubleshoot production issues and support system stability
  • Support CI/CD improvements, automation initiatives, and application modernization
  • Coordinate releases and align deployments with operational and security requirements
  • Support root-cause analysis and remediation of production incidents
  • Provide hands-on technical leadership for application development and system integrations
  • Support API integrations, backend services, document-processing workflows, and platform enhancements
  • Work with QA and automation teams to improve regression testing and deployment reliability
  • Support monitoring, logging, and application performance improvements
  • Ensure development aligns with federal security and compliance requirements
  • Promote continuous improvement in development processes, Agile delivery, documentation, and operational readiness
  • Track technical risks, dependencies, and delivery progress; communicate status to leadership
  • Support development standards, code reviews, testing practices, and release management
  • Ensure deliverables meet customer expectations, operational requirements, and quality standards
  • Lead development for a large-scale federal case management and workflow platform supporting mission-critical operations and high-volume transaction processing

Requirements:

  • Bachelor's Degree and 10+ years of experience in application and/or system development
  • 5+ years' experience managing technical teams, including developers, architects, and test/QA engineers, in an Agile environment
  • Expertise in Java, JavaScript frameworks, SQL, REST APIs, and CI/CD technologies
  • Experience enforcing development quality standards, including code reviews, definition of done (DoD), and readiness gates before QA handoff
  • Strong experience leading Agile software development efforts in large enterprise or federal environments
  • Experience supporting mission-critical applications with high availability requirements
  • Strong understanding of SDLC processes, CI/CD pipelines, DevSecOps practices, and enterprise application architecture
  • Experience working across Development, Infrastructure, Security, Operations, and PMO teams
  • Ability to challenge incomplete or ambiguous requirements and drive clarity before development begins
  • No security clearance currently required; BI Full 6C (T4) public trust/other requirement
  • U.S. citizenship not required
  • Desired: low-code application platforms, tools, software architecture, design patterns, and best practices
  • Desired: Micropact (Entellitrak), Appian, Salesforce, Pega, ServiceNow, Oracle, Outsystems, Mendix, OpenText, or Microsoft experience
  • Desired: CMS/Medicare systems and CMS data-source integration experience
  • Desired: U.S. federal government contracting experience and familiarity with the full contract lifecycle
  • Strong communication, leadership, troubleshooting, and stakeholder management skills
  • Ability to balance operational support, modernization initiatives, and Agile delivery priorities
  • Excellent presentation and communication skills
