Job Description
ARFF staffing-study SME supporting AlphaGov’s public-sector consulting for FAA Part 139 airports. Assessing operations, staffing, compliance, and organizational needs.
Responsibilities:
- Assess ARFF organizational structure, chain of command, shift schedules, minimum staffing, and the ARFF Index against FAA Part 139 and NFPA 403/1710 requirements
- Interview firefighters, officers, and the fire chief; review training, certification, and response-time records
- Build peer-airport benchmarks covering staffing, compensation, apparatus, and station models, plus staffing scenarios
- Advise on apparatus replacement, station planning, and capital needs at a planning level
- Draft findings and recommendations and present them to airport leadership and commissions
- Contribute ARFF qualifications and past-performance narrative to AlphaGov proposals when permissioned
Requirements:
- Ten or more years in airport ARFF or municipal fire service, including officer or chief-level leadership
- Direct working knowledge of FAA Part 139 ARFF requirements (14 CFR 139.315 to 139.319) and NFPA 403
- Experience with fire department staffing, deployment, or organizational analysis
- Ability to conduct structured interviews and write clear findings for executive audiences
- Comfortable as a 1099 / project-based collaborator with travel for on-site work
- Prior ARFF chief, deputy chief, or ARFF training officer role at a Part 139 airport
- Completed ARFF or fire department staffing or organizational studies as a consultant
- CFO, CTO, or FAA ARFF instructor credentials; NFPA 1710 deployment analysis experience
- Airport fire station or apparatus planning experience
