Job Description
CAPPS HR/Payroll Analyst providing technical support for CAPPS HR/Payroll and Recruit modules. Ensuring compliance and leading transition efforts for statewide ERP systems.
Responsibilities:
- Perform highly advanced consultative services and technical assistance work related to supporting the CAPPS program, with emphasis on HR/Payroll and Recruit modules.
- Ensure that HR/Payroll requirements, procedures, development, and testing from the Managed Services vendor meet written procedures, coding standards, and follow the CAPPS System Development Lifecycle (SDLC).
- Serve as the primary technical resource for CAPPS Recruit, responsible for creating, configuring, testing, and supporting all technical requests.
- Collaborate with software publishers and the Managed Services vendor to ensure system performance, reliability, continuous improvement, and innovation.
- Lead and support the transition of the CAPPS Central CAPPS Recruit application from Oracle Taleo Talent Acquisition Suite (SaaS) to Oracle PeopleSoft Recruit (Talent Acquisition Manager and Candidate Gateway – TAM/CG).
- Apply extensive working knowledge of both Oracle Taleo and Oracle PeopleSoft Recruit (TAM/CG) to plan, execute, and stabilize the transition across multiple agencies.
- Ensure all digital products and content associated with CAPPS HR/Payroll and Recruit meet WCAG 2.1 accessibility standards.
- Maintain perceivable, operable, understandable, and robust experiences for all users.
- Regularly review system content and configurations for accessibility compliance and implement updates or remediation when accessibility issues are identified.
- Provide oversight for functional and technical design walkthroughs, including: Analyzing HR/Payroll and Recruit business processes and current system workflows to assess ERP design fit. Reviewing functional designs, technical specifications, and integration documentation to identify technical gaps and risks. Evaluating upstream and downstream dependencies to ensure architectural alignment across modules and interfacing systems. Preparing technical scenarios and test cases to validate system behavior, data flows, and integrations. Assessing designs for performance, security, scalability, maintainability, and data quality impacts. Providing concise technical feedback during design walks, highlighting risks, dependencies, and recommendations. Supporting design reviews to ensure accuracy and readiness for development, testing, and deployment.
- Review developed code for compliance with defined requirements and validate code comparisons prior to migration to ensure adherence to established standards.
- Provide technical support for Agency Direct Data Access (ADDA), including: Rapidly learning and adapting ADDA to interface with agency-specific reporting and analytics tools such as Tableau, Power BI, Oracle SQL Developer, and similar products. Collaborating with CAPPS analysts, Managed Services resources, internal IT resources, and resources from potentially 100+ agencies. Offering specific, actionable recommendations to accommodate agency-specific requirements while maintaining standard configurations and governance.
- Provide Level 2 Service Desk support, including ticket handling for complex issues, in-depth troubleshooting, well-documented analysis, and basic configurations following established and auditable processes. Collaborate closely with the Managed Services vendor responsible for Level 3 support, ensuring effective escalation, tracking, and resolution of issues. Actively respond to and maintain customer ticket requests via the CAPPS Service Desk with current information and statuses, including but not limited to: Agency-submitted tickets related to interfaces, configurations, SAML connectivity, and related technical tasks. IT-related tickets related to IP whitelisting, EFT/secure server connectivity, agency transfer files, batch failures, and other technical tasks across all agencies using CAPPS.
- Perform all duties in accordance with established processes, policies, and procedures, within project scope and on schedule, and in alignment with defined milestones, deliverables, and due dates.
- Work under minimal supervision, using experience and judgment to plan and accomplish goals while adhering to established processes and procedures.
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for: IT Service Management (ITSM) IT Asset Management (ITAM) Alignment of IT services with business needs.
- Participate in Disaster Recovery (DR) and upgrade testing activities, including planning, execution, validation, and documentation for HR/Payroll and Recruit components.
- Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information and HR/Payroll data.
- Participate, as directed, in the annual SOC-1 attestation audit to ensure that controls are effectively designed and operated for accuracy and security of information processed via CAPPS.
- Ensure that system enhancements, process changes, and fixes consider security, availability, processing integrity, confidentiality, and privacy requirements throughout the design and implementation lifecycle.
Requirements:
- 10+ years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency.
- 10+ years of extensive experience performing technical activities in support of complex enterprise application systems (e.g., CAPPS or similar statewide ERP systems).
- 10+ years of experience creating and managing a strategic roadmap, combining strong planning skills, technical insight, and effective cross‑functional communication.
- 10+ years of experience preparing materials for and conducting executive‑level presentations.
- 10+ years of experience performing technical project management activities in support of large-scale HR/Payroll or ERP programs.
- 10+ years of experience interpreting contractual language and integrating it into daily workflows, with demonstrated ability to hold vendors accountable to contractual requirements.
- 10+ years of extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
- 10+ years of technical experience with PeopleSoft FSCM or HCM 9.2 and related toolsets, including:
- PeopleTools
- PeopleCode
- Application Designer
- SQL
- PS/Query
- SQR
- Application Engine
- Oracle Database 11g or higher
- 8+ years of experience with IT service desk functions and knowledge of ITIL framework methodologies and processes.
- 5+ years of technical experience supporting a multi-tenant Oracle Taleo Recruit SaaS application for more than 40 state agencies or comparable large multi-tenant environments.
- 2+ years of technical experience with at least three current reporting and analytics tools such as Tableau, Power BI, Oracle SQL Developer, or similar products.
- 1+ year of technical experience planning and transitioning more than 40 state agencies from a multi-tenant Oracle Taleo Recruit SaaS application to Oracle PeopleSoft Recruit applications (TAM/CG) or similar products.
- Must be able to pass a background check.
