Job Description

MEAL Program Manager leading monitoring, accountability, evaluation, and learning for Catholic Relief Services’ Cuba humanitarian response. Designing systems, analyzing data, ensuring donor compliance, and strengthening partner capacity.

Responsibilities:

  • Develop the program MEAL system and manage MEAL implementation through start-up, implementation, and close-out
  • Lead technical support for MEAL design, tools, and methods
  • Analyze qualitative and quantitative MEAL data while ensuring data quality and data management
  • Use data analysis and reflection to improve ongoing project activities
  • Ensure compliance with donor and agency MEAL requirements
  • Communicate MEAL approaches and findings to program colleagues and partners
  • Maintain collaborative relationships with partner staff, volunteers, and community members
  • Share MEAL learning and experiences in regional discussions
  • Contribute to planning, budgeting, and implementation of MEAL activities
  • Identify partner capacity needs and contribute to capacity strengthening
  • Train project stakeholders on the MEAL system and donor requirements
  • Support donor report production and organize quarterly partner meetings

Requirements:

  • Bachelor’s degree in International Development, International Relations, Sociology, Statistics, MEAL, or a related field
  • 5 years of relevant field-based experience coordinating or managing light to moderately complex projects
  • Experience with an international NGO preferred
  • Experience communicating with communities and implementing accountability mechanisms
  • Leadership experience in MEAL preferred
  • Experience engaging with partner organizations preferred
  • Experience with MS Windows and MS Office packages, including Excel, Word, and PowerPoint
  • Experience with SPSS, Stata, or R preferred
  • Experience with web conferencing applications and information management systems preferred
  • Project MEAL management experience in Latin America and the Caribbean highly desirable
  • Quantitative and qualitative data analysis and database management skills
  • Excellent communication and drafting skills for reporting in English
  • Fluency in English and Spanish required
  • Must be willing and able to travel up to 35%
