Job Description

Senior Cost Manager / Quantity Surveyor overseeing cost planning, controls, valuations, and change management. Supporting Turner & Townsend’s large-scale data center construction program in Southern New Mexico.

Responsibilities:

  • Estimate and negotiate change orders throughout the construction lifecycle across multiple project phases and work packages
  • Provide estimate and cost planning, including producing and presenting final cost plans
  • Review and participate in design services and general contractor cost estimate development
  • Reconcile changes and validate general contractor data
  • Communicate with the general contractor, project manager, and stakeholders to gather status information and prepare cost estimate updates
  • Prepare written comments and executive summaries on general contractor submissions
  • Coordinate cost information from suppliers, subcontractors, quantities, and design teams
  • Inform engineering priorities based on cost impact
  • Resolve scheduling issues proactively with minimal supervision
  • Manage cost checks and valuations on larger projects
  • Manage post-contract cost variances, change control, cost impact assessments, contingency management, and commitment tracking
  • Prepare funding data presentations and coordinate value engineering sessions
  • Develop and update cost plans and estimates through design milestones
  • Provide commercial input to design optioneering and value engineering
  • Review contractor and subcontractor pricing and lead client-side negotiations
  • Perform quantity surveying, cost controls, and change management throughout the project lifecycle
  • Maintain cost validation and auditing processes
  • Produce monthly cost reports for client presentation
  • Negotiate and agree final accounts in a timely manner
  • Compile built cost estimate records for benchmarking
  • Identify, coach, and mentor talent
  • Track margin levels, fee/resource forecasts, and financial reports using internal software
  • Implement internal Business Management Systems, delivery methodologies, and tools
  • Adhere to applicable SOX control responsibilities
  • Serve as a day-to-day stakeholder interface and provide leadership on commissions

Requirements:

  • Bachelor's degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a construction-related field
  • Minimum 5–7 years of relevant cost management experience within the construction industry
  • Experience leading cost management on medium to large, moderately to highly complex construction projects
  • Strong knowledge of construction industry technical matters, procurement routes, value management, and value engineering
  • Excellent communication and stakeholder management skills
  • Construction consultancy experience strongly preferred
  • Experience supporting large-scale commercial, industrial, mission-critical, or campus-style construction programs preferred
  • RICS accreditation or active progress toward accreditation preferred
  • Ability to work independently with minimal supervision while collaborating with project teams and stakeholders
  • Client-facing experience and comfort operating in a stakeholder interface role
