Job Description
Program Analyst specializing in logistics and supply chain operations for U.S. federal agencies. Critical role in contract oversight and program analysis to ensure compliance and performance.
Responsibilities:
- This position serves as a Program Analyst responsible for supporting government programs, with a specific focus on logistics and supply chain operations.
- The analyst will provide comprehensive analysis and management of cost, schedule, and performance.
- The analyst will play a critical role in contract oversight, acting as an Agreements Officer Representative (AOR) preparing documentation for the Contract Officer Representative (COR) to ensure contractor performance aligns with government requirements.
- This role is critical to the successful execution of over 11 awarded contracts spanning 3 Phases on the SDD Broad Area Agreement (BAA) and Small Business Innovation Research (SBIR) contracts.
- Perform COR and AOR duties, including monitoring contractor performance against the Performance Work Statement (PWS), reviewing and approving deliverables, and processing invoices.
- Develop, review, and refine contractual documents, including SOW and PWS, to accurately capture government requirements for the SDD sponsor office and customer organizations.
- Track and analyze program data related to budget, schedule, and contractual milestones in line with SOW and PWS.
- Monitor and analyze the execution of contract deliverables, funding execution/burn, and assist in contract development in coordination with the executing contractors and government stakeholders.
Requirements:
- A minimum of 5-8 years of experience within the Department of Navy or Department of War organization(s).
- Demonstrated experience in DoD program analysis and contract management, preferably within a logistics, supply chain, or distribution operations environment.
- Strong experience developing, writing, and managing Statements of Work (SOW) and Performance Work Statements (PWS).
- A strong understanding of the DoD 5000 series acquisition process and relevant federal regulations (FAR/DFARS).
- Prior experience serving as a COR or AOR, with formal certification (e.g., DAU-certified) being highly desirable.
- Excellent communication skills, with the ability to translate complex technical and contractual issues into clear, concise reports and briefings.
- A Bachelor's degree in Business, Management, or a related field is preferred.
