Job Description
IOM consultant documenting global Community-Based Protection lessons, practices, and challenges across migration and displacement programmes. Producing an evidence-based Learning Note and best-practice repository for staff, partners, governments, and donors.
Responsibilities:
- Conduct a desk review of existing IOM documentation and programme outputs
- Conduct key informant interviews with IOM staff, communities, and partners involved in Community-Based Protection implementation
- Assess how identified practices align with and operationalize IOM’s institutional Community-Based Protection guidance
- Develop an inception document with methodology, scope, workplan, interview approach, stakeholder mapping, qualitative interview protocols, selected initiatives and localities, practices template, proposed table of contents, and coordination arrangements
- Produce an initial CBP Learning Note draft and best-practice repository capturing lessons learned, best practices, operational challenges, and recommendations for replicability
- Submit the final CBP Learning Note approved by IOM for publication
- Coordinate consultations with CBP practitioners, IOM staff, partners, country offices, and local actors
- Support knowledge transfer through the migrant protection platform and related webinars
- Deliver the consultancy over five months through three installments
Requirements:
- University degree in International Relations, Social Sciences, Information Management, or a related field from an accredited academic institution
- At least 10 years of relevant professional experience working on migration and human rights
- Experience in protection programming in North Africa, especially migration-related work
- Expertise in general protection, GBV, Child Protection, Community-Based Protection, and MHPSS
- Demonstrated experience in learning-oriented assignments, including documenting, analyzing, and systematizing lessons learned and practices
- Previous experience developing manuals, guidance, and training materials
- Capacity to conduct consultations and interviews with relevant stakeholders
- Experience providing result-oriented conclusions and recommendations to national and international stakeholders
- Fluency in English and French
- Capacity to draft and interact in Arabic is an advantage, not a requirement
- Ability to undertake field visits during the consultancy
- Medical fitness, accreditation, residency or visa requirements, and security clearances may be required for appointment
