Job Description
Government affairs director shaping Illinois legislation and regulation for AbbVie, a pharmaceutical innovator. Leading lobbying, stakeholder alliances, site selection, and policy advocacy.
Responsibilities:
- Develop and execute lobbying and advocacy strategies shaping state legislative and regulatory environments
- Represent AbbVie across Illinois, including Springfield, Chicago, and communities throughout Illinois, including Lake County
- Support state and local engagement strategy, business objectives, economic development, and community stakeholder relationships
- Assess political and public policy environments and advise on legislative and regulatory impacts
- Represent AbbVie in matters affecting the company and evaluate legislation, regulations, opportunities, and threats
- Cultivate relationships with governors, lieutenant governors, attorneys general, state legislators, local officials, regulators, and external stakeholders
- Support US site selection initiatives by evaluating opportunities and coordinating regional engagement
- Collaborate with the US Strategic Alliances Director and policy teams on state advocacy strategies
- Partner with Federal Government Affairs, US Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and regional stakeholders
- Represent AbbVie at state legislative and political events, trade association task forces, and coalitions
- Develop engagement plans for national groups affecting state policy and political initiatives
- Hire and manage regional outside consultants
- Develop and oversee the regional state government affairs budget
- Ensure lobbying and political giving compliance with registration requirements
Requirements:
- Strong executive presence and ability to influence high-profile stakeholders
- 8–10 years’ experience in lobbying, public administration, political party activity, legislative staff work, or related experience
- Health care or highly regulated industry experience preferred
- Ability to master complex policy and legislative issues and develop innovative strategies
- Thorough knowledge of major state health programs, including Medicaid
- Knowledge of state finance and appropriations processes
- Understanding of private healthcare marketplace dynamics, including insurance, drug benefit plans, PBMs, pharmacies, employers, and consumers
- Ability to act independently and demonstrate sound business judgment
- Experience creating and implementing comprehensive Government Affairs strategies
- Strong analytical, critical thinking, interpersonal, persuasive writing, organizational, adaptability, resourcefulness, creativity, and attention-to-detail skills
- Ability to work under deadlines and collaboratively in a fluid organizational environment
- Expertise developing PowerPoint presentations and translating complex policy issues into clear internal content
- Bachelor’s degree in a related field such as health care administration, political science, public administration, or policy
- Comprehensive knowledge of Microsoft Office applications
- Domestic travel of 40 percent required
- Strong relationships across Illinois state and local policymakers
