Job Description

OSP Engineer II responsible for engineering copper and fiber network facilities for Pearce Services. Supporting the delivery of telecom services including Fiber-to-the-Home (FTTH), DSL, and other solutions.

Responsibilities:

  • Perform detailed OSP engineering tasks including estimating, analyzing, designing, and planning for copper and fiber cable networks including aerial, buried, and conduit systems.
  • Develop engineering designs for poles, conduit routes, and buried facilities in accordance with company standards and industry regulations.
  • Prepare and interpret engineering plans, drawings, loop loss designs, and technical reports.
  • Design and support network infrastructure including FTTH, DSL, Metro-E, SONET, and other telecom transport technologies.
  • Track project budgets and compare estimated versus actual costs to ensure financial performance.
  • Conduct field data collection, measurements, and inspections to support engineering design and construction planning.
  • Prepare and organize permit packages for submission to local jurisdictions and regulatory agencies.
  • Maintain project documentation, records, and files including property records and engineering reports.
  • Perform quality control reviews and periodic inspections to ensure engineering accuracy and project compliance.
  • Collaborate with engineering teams, municipalities, retail and wholesale providers, and other stakeholders to support project implementation.
  • Develop engineering work orders including routine and complex OSP projects such as road moves.
  • Provide technical guidance regarding network equipment installation and operational functionality.

Requirements:

  • Experience designing and engineering OSP telecom infrastructure including fiber and copper networks.
  • Strong understanding of OSP principles, engineering standards, and telecom industry practices.
  • Experience with right-of-way acquisition, easements, and permitting processes.
  • Ability to identify existing voice/data plant, electric utilities, and other infrastructure in both site plans and field environments.
  • Experience reviewing and performing quality control on engineering work, including oversight of other OSP engineers (required for Level III).
  • Knowledge of COE/OSP work order procedures and telecom construction practices including road move projects.
  • Familiarity with PC applications, engineering databases, and computer-aided drafting (CAD) systems.
  • Understanding of telecom network systems including FTTH, DSL, Metro-E, SONET, and fiber transport technologies.
  • Knowledge of circuit design and network equipment functionality.
  • Experience working with local telecom networks and municipalities.
  • Familiarity with the National Electric Safety Code (NESC) and related engineering requirements.
  • Must have field engineering tools including a measuring wheel, height stick, pull finder, and laptop.
