Job Description

Government Proposal Pricing Specialist collaborating with teams to develop pricing for U.S. Government proposals. Requires compliance with FAR regulations and strong analytical skills.

Responsibilities:

  • Develop detailed cost and price models for government proposals, including labor, materials, subcontractors, and indirect rates.
  • Ensure compliance with FAR 15.403 and 15.408 requirements for Certified Cost or Pricing Data, including preparation and support of required certifications.
  • Ensures adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and DT Pro policies and procedures with regard to cost proposal preparation, review, compliance, submission, and post-submission updates/revisions.
  • Ensure all pricing is compliant with FAR, DFARS, and agency-specific regulations.
  • Analyze historical cost data, labor rate structures, and indirect rate forecasts to inform pricing strategies.
  • Prepare pricing narratives, cost volumes, and supporting documentation for proposal submissions.
  • Support fact-finding, audits, and negotiations with government contracting officers and DCAA/DCMA.
  • Collaborate with contracts and legal teams to assess risk and ensure contractual compliance.
  • Maintain pricing templates, tools, and standard work instructions to improve efficiency and consistency.
  • Participate in proposal reviews to validate accuracy, competitiveness, and compliance.
  • Review Requests for Proposals (RFP) and proposal documents for compliance to customer specifications/requirements and adherence to company policy.
  • Support various business management and operations functions.

Requirements:

  • Minimum of 3 years of relevant experience.
  • Working knowledge of FAR/DFARS cost principles and compliance requirements.
  • Experience supporting compliance with FAR 15.403 and 15.408 requirements for certified Cost or Pricing Data, including preparation of required certifications.
  • Proficiency with Excel and financial modeling tools.
  • Strong analytical, organizational, and attention-to-detail skills.
  • Ability to work under tight deadlines in a proposal-driven environment.
  • Familiarity with cost estimating software (e.g., PROPRICER, Deltek Costpoint).
  • Understanding of indirect rate structures and earned value management concepts.
  • Experience working with large, complex IDIQ, CPFF, T&M, and FFP contracts.
