Job Description
Regulatory licensing program manager advancing approvals for Circle’s digital-asset and payments infrastructure. Coordinating multi-month applications across legal, compliance, finance, product, and policy teams.
Responsibilities:
- Support Circle’s licensing applications end-to-end, from the case for entering a market through approval, while running several programs concurrently
- Build program plans covering sequencing, dependencies, owners, and dates
- Partner with Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace, and other cross-functional teams
- Facilitate working sessions and executive steering committee briefings
- Track and manage risks across active programs, own escalation paths, and involve stakeholders early
- Define and manage reporting and metrics for senior leadership and cross-functional partners
- Establish and evolve scalable service standards for regulatory and licensing programs
- Support external procurement activities across scoping, contracting, budget, and delivery
- Strengthen the global policy organization’s processes for consultations, submissions, briefings, and events
- Serve as the program management resource across the global policy organization and help team members improve planning, communication, and execution
Requirements:
- 7+ years of program or project management experience
- At least 4 years supporting regulatory, licensing, legal or compliance work at a financial services, fintech or similarly regulated company
- Direct involvement in at least one licence, registration, or charter application from early requirements to submission, or a regulatory examination or remediation carried end to end
- Experience delivering complex, multi-month programs with many dependencies and deadlines outside the candidate’s control
- Ability to hold senior colleagues to commitments without direct authority and raise risks early
- Daily, practical use of AI for research, analysis, and internal reporting
- Track record of building with AI, including shipped reporting workflows, automations, or internal tools used by others
- Strong written communication and ability to create executive-ready status reports
- Discipline in following requirements through to completion
- Sound judgment with confidential and privileged material
- Flexibility to support licensing and regulatory activity across time zones, including occasional demands outside normal business hours
- Familiarity with generative AI models such as ChatGPT and Gemini and prompt development
- Preferred: familiarity with stablecoin and digital asset regulatory matters, including reserve composition, attestation, redemption, safeguarding customer funds, and payments, e-money, and virtual asset regimes
- Preferred: experience with high-bar financial services regulators
- Preferred: fluency in an additional language
- Preferred: Bachelor’s degree in a relevant field or equivalent experience
- Preferred: familiarity with Slack, Apple MacOS, and GSuite
