Job Description
Part-time program leader transforming a data analytics proof of concept into Florida’s multi-agency Decision Intelligence Platform. Governing 15 deliverables and executive sign-offs.
Responsibilities:
- Serve as Chameleon’s primary executive interface and trusted advisor to the Florida Office of the Chief Inspector General and Chief Inspector General
- Direct the integrated master schedule across 15 sequential project deliverables
- Ensure predecessor acceptance criteria are met and approved in writing before phase advancement
- Maintain readiness for compliance audits, gather technical acceptance evidence, track risks and dependencies, and compile formal approval packages
- Lead technical corrective actions and pivot strategies when testing or validation identifies platform deficiencies
- Author and present decision papers, executive briefings, and data-driven recommendations to state leadership and oversight bodies
- Protect firm-fixed-price project boundaries and identify, negotiate, and escalate change orders
- Drive deployment and onboarding for 8–10 state agencies and resolve cross-agency data dependencies
- Compile final project closure dossiers, including the Final Executive Report and multi-year Enterprise Expansion Roadmap
- Lead an eight-person expert team transforming a data analytics proof of concept into an enterprise Decision Intelligence Platform
Requirements:
- 12+ years of comprehensive technology, data analytics, modernization, or enterprise information systems experience
- 8+ years of dedicated project/program management experience
- Proven success leading multidisciplinary teams including data engineers, cloud architects, data scientists, BI developers, and security leads
- Primary personal accountability for at least one large-scale federal, state, military, or local government technology or data program
- Verifiable experience making evidence-based recommendations directly to senior executives, agency leadership, boards, legislative stakeholders, or Inspectors General
- Hands-on program management experience in enterprise analytics, data modernization, fraud/waste/abuse analytics, financial/procurement system integrations, or oversight/audit modernization
- Expert experience running milestone-driven, firm-fixed-price government deliveries
- PMP certification strongly preferred; PgMP highly valuable
- Must be a U.S.-based citizen or resident
- Must successfully clear an FDLE Level II background screening, including fingerprinting, within 5 business days of award
- Resume must explicitly identify government customers, program scale and complexity, management authority, target executive audiences, and measurable results
- Experience with state government Inspector General, Auditor General, Comptroller, Finance, or Procurement agencies strongly preferred
- Experience navigating Florida state government agency structures strongly preferred
- Experience overseeing Azure Government or scalable cloud data platform deployments strongly preferred
- Background supporting IV&V/ITV, external government audits, or rigorous UAT strongly preferred
- History managing state/federal programs valued at $1M+ strongly preferred
- Familiarity with NIST SP 800-53/171, FedRAMP High, CJIS, or HIPAA strongly preferred
