Job Description
Business development executive leading federal and commercial growth for Pearl Interactive Network, a mission-driven government contractor. Building pipelines, winning proposals, and expanding strategic client accounts.
Responsibilities:
- Define and drive Pearl's business development strategy across federal, state, and commercial markets
- Lead the business development team through opportunity identification, qualification, bid strategy, proposal activities, and contract award
- Build trusted executive-level relationships with federal agency stakeholders and commercial clients
- Translate client needs into tailored Pearl solutions
- Retain and expand existing accounts
- Build a qualified pipeline of new business supporting long-term growth targets
- Align sales, operations, and delivery teams around a shared growth plan
- Direct specialized resources to execute the growth plan
- Monitor shifts in the federal procurement landscape and competitive environment
- Adjust business development strategy accordingly
- Report to the CEO and supervise members of the BD team
Requirements:
- 10–15 years in Business Development with a proven record of winning federal (primary) and commercial business and ownership of a federal growth portfolio
- Deep fluency in the federal contracting landscape: procurement regulations, compliance requirements, and the full end-to-end opportunity lifecycle
- Demonstrated record of building and converting a qualified federal pipeline and leading successful pursuits of comparable size, complexity, and strategic importance to Pearl
- Existing relationships and a track record of building senior-level trust across primarily federal agencies and commercial organizations
- Strong leadership instincts and ability to build, motivate, and direct a high-performing team while carrying strategic priorities
- Leader-doer mentality with executive/client-level communication and hands-on execution
- Strong work ethic, collaboration, and focus on growth and success
- Hands-on experience with GovWin, SAM.gov, FPDS, and similar capture/research tools
- Bachelor's degree in Business, Marketing, or related field
- Ability to travel to meet clients, industry events, and leadership meetings
- Subject to background investigation, security/EQIP clearance, drug screening, and skills assessment as applicable
