Job Description
Program Financial Analyst III managing budgets, forecasts, EACs, and variance reporting for Leidos defense logistics programs. Supporting invoicing, cost modeling, contract financial controls, and cross-functional program execution.
Responsibilities:
- Define the program’s financial goals and objectives
- Create and maintain program budgets
- Analyze progress against the program baseline and identify risks and opportunities
- Develop, own, and refine financial forecasts, budgets, and Estimates at Complete (EAC)
- Prepare and analyze quarterly EACs, Annual Operating Plans, and Long Range Plans
- Manage program and project life-cycle financial activities across Task Orders
- Support monthly financial closing and lead variance analysis
- Develop and track Work Breakdown Structures and related financial control processes
- Manage subcontract and Intercompany Work Order financial activities
- Participate in invoicing, reconciliation, and stakeholder approvals
- Construct reports, dashboards, and quantitative displays of program performance
- Liaise between program teams and project performing teams
- Collaborate with program managers, finance, contracts, procurement, operations, and technical personnel
- Participate in proposal development through cost modeling, cost volume assistance, business cases, and pricing reviews
- Drive innovation, automation, and process improvements
- Support ad hoc requests from internal and external customers
Requirements:
- BA degree and 4–8 years of prior relevant experience, or Master’s degree with 2–6 years of prior relevant experience
- Experience with multiple contract types (CPAF, CPFF, T&M, and hybrid) in a government contracting environment
- Advanced proficiency in Microsoft Excel
- Strong proficiency in PowerPoint, Word, and Teams
- Experience with Power BI, PowerPivot, and SQL; willingness to learn Python
- Deep working knowledge of Insight, including upload forms, drill-through forms, and ad hoc analysis
- Proficiency writing Oracle Analytics Cloud (OAC) queries
- Strong understanding of finance and accounting principles, including revenue recognition, project control, BOEs, cost accounting, journal entries, and financial statement analysis
- Experience with invoicing support, accruals, revenue projections, variance analysis, and contract deliverables
- Excellent analytical skills and ability to perform high-level and detailed analysis
- Strong attention to detail and accuracy
- Ability to work independently and collaboratively
- Strong organizational, analytical, communication, presentation, and interpersonal skills
- Customer-focused approach
- Experience redesigning business processes to improve efficiency
- Preferred: basic or intermediate Python or similar programming experience
- Preferred: experience with Leidos tools such as Costpoint, Fusion, Cognos, SLATE, SCOPE, SCAR, and BART
- Preferred: FP&A experience
- Preferred: knowledge of contract setup processes
- Preferred: familiarity with EVM concepts
- Preferred: experience with AI models and prompt engineering
- Preferred: FEDSIM/AAS customer experience
