Job Description

Operations & Policy Analyst leading key projects and data analysis for Oregon's Investigations Unit. Collaborating with stakeholders to ensure child safety and develop policy improvements.

Responsibilities:

  • This position leads and supports key projects, screening coordination, and data analysis for the OTIS Investigations Unit.
  • The role manages projects from planning through completion, helps improve processes using Lean methods, and tracks progress through data and performance reporting.
  • A core responsibility is overseeing daily screening of child abuse reports, reviewing cases, guiding staff, making screening decisions, and assigning investigations.
  • The position also serves as a liaison with partners such as the Child Abuse Hotline and law enforcement, while handling sensitive and confidential information.
  • This role provides leadership to screening staff, develops training and performance tools, and uses data to identify trends, improve practices, and support decision-making.
  • It also prepares reports, briefings, and recommendations for leadership.
  • Responsibilities include researching and writing policy, supporting legislative and rulemaking processes, coordinating with stakeholders, and helping implement program and system improvements.

Requirements:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
  • Four years of professional-level evaluative, analytical, and planning work, OR any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
  • Experience in coordinating and overseeing child abuse complaint review and investigative assignments.
  • Experience in promoting and supporting a respectful, inclusive, and discrimination-free workplace.
  • Experience in serving as a liaison with external partners.
  • Experience in developing programs, policies, and legislative proposals in collaboration with stakeholders.
  • Experience in handling confidential and sensitive information.
  • Experience in communication and technical writing.
