Job Description

Remote HR Manager leading SCA compliance, employee relations, and workforce planning for BDR Solutions, a U.S. federal government contractor. Supporting nationwide employees and multi-state HR operations.

Responsibilities:

  • Lead and manage a team of HR professionals responsible for HR operations, employee support, and compliance activities
  • Provide coaching, mentorship, and professional development to HR staff
  • Develop and implement HR policies, procedures, and best practices
  • Advise leadership on employee relations, organizational effectiveness, and workforce management
  • Serve as the subject matter expert for Service Contract Act compliance
  • Administer SCA wage determinations, health and welfare benefits, and fringe benefit requirements
  • Ensure compliance with contract-specific labor requirements and applicable federal regulations
  • Partner with Growth and Talent Acquisition teams on workforce planning
  • Map labor categories to the SCA Directory of Occupations and provide pricing and compliance guidance during proposal development
  • Support contract transitions, mobilizations, and workforce onboarding
  • Lead workplace investigations, performance management, corrective actions, conflict resolution, and manager coaching
  • Manage onboarding, promotions, transfers, and separations while maintaining accurate HR records
  • Coordinate new hire orientation, policy reviews, benefits enrollment, compliance training, and company-culture introductions
  • Oversee employee benefits, leave administration, HR compliance, audits, reporting, and risk management
  • Monitor employment legislation and implement compliance measures
  • Support OSHA compliance programs, including safety training, incident reporting, recordkeeping, and regulatory coordination
  • Deliver consistent HR guidance and employee engagement initiatives across a nationwide workforce
  • Partner with operational leaders to support communication and compliance across contracts and locations

Requirements:

  • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience
  • Minimum 5 years of Human Resources experience within the HR department of a small to mid-tier federal government contractor as an overhead, non-billable employee
  • Minimum 3 years of direct experience administering Service Contract Act (SCA) contracts
  • Experience with SCA compliance, Wage Determinations, Health & Welfare benefits administration, labor category mapping, and workforce planning
  • Minimum 5 years of people management experience leading an HR team of two or more employees
  • Experience managing employee relations, benefits administration, performance management, regulatory compliance, and employee lifecycle management
  • Experience supporting employees across multiple states and locations in a virtual environment
  • Strong working knowledge of federal and state employment laws
  • Ability to travel throughout the United States approximately 15%
  • U.S. Citizenship required
  • Must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance
  • Preferred: SHRM-CP, SHRM-SCP, PHR, or SPHR certification
  • Preferred: residence within a two-hour commuting radius of Northern Virginia
  • Preferred: experience with Rippling or comparable HRIS platforms
  • Preferred: experience supporting rapid organizational growth and contract transitions
  • Preferred: experience partnering with Business Development, Capture, and Proposal teams
  • Preferred: knowledge of government contracting regulations and workforce compliance requirements
