Job Description
HR Services Manager delivering compliant employee lifecycle support for Safeguard Global’s global clients. Managing HR, benefits, compliance, payroll coordination, and employee relations across Singapore.
Responsibilities:
- Act as the primary HR point of contact for GEO workers and client stakeholders across the full employee lifecycle
- Provide day-to-day HR and benefits support, including statutory and supplemental benefits guidance
- Deliver HR and benefits briefings aligned with local labor laws and company policies
- Advise clients on performance management, promotions, career development, and compensation benchmarking
- Support Embedded and HR Consulting clients with tailored HR guidance
- Prepare and manage employment contracts and HR documentation
- Track probation periods, contract expirations, and other key dates
- Ensure compliance with local labor laws, GDPR, and internal policies
- Collaborate with payroll and benefits vendors on payroll, tax filings, and social security submissions
- Support work permit processes with legal and immigration partners
- Identify and mitigate legal, compliance, and operational risks
- Lead and support HR initiatives involving employee transitions, organizational changes, and terminations
- Partner with Sales, Operations, Legal, and Finance teams
- Generate HR reports, support audits and due diligence, and respond to data requests
- Enhance employee experience through onboarding, engagement initiatives, check-ins, and offboarding
- Handle employee concerns, grievances, and conflict resolution
- Identify process inefficiencies and implement HR operations improvements
- Stay updated on employment laws and HR best practices
Requirements:
- 5-6 years of proven experience in HR management or HR business partnering, preferably in an international or Employer of Record (EOR) context
- Strong working knowledge of local and international labor laws, employment practices, and HR compliance
- Experience with global HRIS platforms and HR tools
- Excellent communication, interpersonal, and stakeholder management skills
- Strong organizational and prioritization abilities in a high-volume, fast-paced environment
- Strong analytical and problem-solving skills
- Excellent verbal and written communication skills
- Fluent in English; additional language skills are a plus
