Job Description

HR Specialist I supporting federal recruitment and staffing operations for OBAN Corporation’s government clients. Preparing vacancy announcements, evaluating applications, issuing referral lists, and coordinating selections and onboarding.

Responsibilities:

  • Schedule and conduct pre-consultation meetings with Centers, Offices, and Programs
  • Prepare job analyses, specialized experience statements, and assessment questions
  • Write and post job opportunity announcements on USA Staffing
  • Process applications received through the automated system
  • Verify CTAP and ICTAP eligibility claims
  • Provide application status notifications and respond to applicant inquiries
  • Review applications for basic eligibility and minimum qualifications
  • Issue competitive, merit promotion, excepted service, and noncompetitive certificates/referral lists
  • Advise Selecting Officials on regulations, policies, procedures, veterans implications, and displaced employees
  • Conduct quality reviews of recruitment products for compliance with OPM, HHS, and FDA policies and regulations
  • Support selectee initial job-offer notifications and propose salary levels, special pay, and incentives
  • Coordinate pre-appointment requirement notifications and entrance-on-duty dates
  • Audit returned certificates and send disposition notices to non-selected candidates
  • Maintain examining case files according to records-retention schedules
  • Answer applicant calls, correspondence, and rating appeals
  • Respond to agency-stakeholder inquiries regarding staffing actions

Requirements:

  • Bachelor’s degree
  • Minimum of three (3) years of experience within a federal agency environment
  • Experience with recruitment and staffing in the federal sector
  • Working knowledge of federal HR laws and regulations
  • Excellent interpersonal, communication, and relationship-building skills
  • Ability to navigate complex situations and provide effective solutions
  • Strong analytical thinking and attention to detail
  • Strong organizational skills and ability to manage multiple tasks and priorities
  • Ethical and professional conduct with commitment to confidentiality and integrity
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint
  • Proficiency in human resources information systems (HRIS) and other relevant software
  • Ability to obtain and maintain the required government security clearance
  • U.S. Citizen
  • Experience working in a shared services model team is a plus
